When people arrive at a country airport, they normally have to provide a customs declaration and fulfill in a passenger form. Once they've completed this the person who gave them the form marks their title on it and this is the passenger amount, they will be asked to provide. However, if they don't offer any information they will not be allowed to board the flight and must return the form together when they return in home.
