One of the reasons that the Netherlands is implementing this method at the moment is to attract more visitors to their lovely country. As the tourist industry keeps growing, there are often empty hotels in surrounding areas that aren't as developed. It follows that several of these hotel rooms remain vacant and therefore are not being inhabited. Tourism revenue is just one of those drivers of the market in the Netherlands, so adding tourists through the use of the netheres is a great way to boost the economy.
