There is a flat stomach beneath it, although you could have stomach flab. Tighten up these ab muscles off and on for 10-20 seconds. For say 20 seconds, then relax them for 20 seconds, etc. Preferably, do this exercise about 4 minutes a day so that you tighten them... 2 minutes in 2 minutes through the night and the morning will be best.
